Why do prices set using Price Level ID for a Deal get over-ridden by Contract Pricing?

I set up a multi layered deal with the intention of applying 20% off the standard wholesale price, on a specific range of products, redeemed with a promotion code.:
- Part 1 uses the Offer Type: Buy Product Quantity X for Y Percent Off Price, Quantity X is set to 1 and Percentage Y is set to 20% Off Price for a particular range products.
- Part 2 uses the Offer Type: Buy Product Quantity X At Price Level Y, Quantity X is set to 1 and Y Price Level ID: is set to 2 (for this customer Price Level ID 2 equals the basic Wholesale price also known as Price Level A).
The deal was tested and appeared to be working as intended. Then a user who had some of the same products included in a Contract he was assigned to, placed an order and they received 20% off the contract price rather than 20% off the basic Wholesale price, Price Level ID 2.
The only way I could find around this situation was to turn off the Contract that included the same products until the deal was over.
My question is: Why do prices set using Price Level ID for a Deal get over-ridden by Contract Pricing?
